भारतीय गरीब महिला

माना कि जो लोग बेरोजगार है शायद उन्होंने पढ़ाई ठीक से नहीं की होगी लेकिन क्या उन्हें ठीक से पढ़ाई करने का साधन मिल पाया था? मै पढ़े लिखे बेरोजगार की बात कर रहा हूं। जिन्होंने पढ़ाई तो पूरी कर रखी है लेकिन ऐसे कॉलेजों से जहां पढ़ना और ना पढ़ना बराबर है। आपको पता है भारत में ऐसे के वरिष्ठ लोग है जो अपने बच्चे को भारत में नहीं पढ़ाते। यहां की शिक्षा शैली बाहर की देशों जैसी नहीं है। इसके पीछे कहीं न कहीं हमारी लापरवाही है।

बोलने और अभिव्यक्ति की स्वतंत्रता का अधिकार

क़ानून पढ़ रहे एक छात्र ने Court में एक याचिका दर्ज की जिसमे उसने बोलने और अभिव्यक्ति की स्वतंत्रता की मांग की। इस पर Supreme Court ने व्यक्ति की स्वतंत्रता और सरकार के दृष्टिकोण से बोलने और अभिव्यक्ति की स्वतंत्रता को महत्व दिया और महत्व को भी निर्धारित किया। Supreme Court ने ये भी कहा की एक लोकतंत्र संविधान में बोलने और अभिव्यक्ति की स्वतंत्रता सबसे महत्वपूर्ण है।

जीवन का अधिकार

Delhi High Court की एक पीठ ने दिल्ली शिक्षा नियमो, 1973 के तहत अनुशासनात्मक करवाई के लिए एक नियम को रद्द कर दिए जिसमे ये था की बच्चों को शारीरिक दंड नहीं दिया जाएगा। और उन्हें भय मुक्त, सम्मान और स्वतंत्रता के माहौल में पढ़ाना होगा। ताकि बच्चे निडर हो कर कोई भी सवाल पूछ सकें और अपनी पढाई अच्छे से कर सकें।

सूचना का अधिकार

परीक्षार्थियों के पास ये अधिकार होता है की वो अपनी उत्तर पुस्तिकाओं का निरीक्षण कर सकते हैं। और ये अधिकार देते समय Supreme Court ने ये कहा था की सूचना का अधिकार बोलने और अभिव्यक्ति की स्वतंत्रता का ही एक पहलू है।

शिक्षा का अधिकार

शिक्षा का अधिकार एक सर्वोच्च अधिकार है जो की हर किसी को मिलना चाहिए। इस अधिनियम को 2009 में बच्चों के अधिकार के रूप में भी जाना जाता है और यह शिक्षा अधिनियम 2009 में लागू किया गया था, और इसके अंतर्गत 6 साल से लेकर 14 साल की उम्र के बच्चों को प्रारंभिक शिक्षा का अधिकार है।

समानता का अधिकार

दाखिले के दौरान शैक्षणिक संस्थानों (Educational Institutions) के द्वारा पालन किये जाने वाले सिद्धांतों को निर्धारित करते वक़्त Supreme Court ने ये भी निर्धारित किया की अगर प्रतियोगी Candidate किसी भी प्रकार की समानता या फिर समान अधिकार के उल्लघन का सामना करता है तो ऐसी परिस्तिथियों में उम्मीदवार को असाधारण राहत प्रदान करना एक दम न्यायपूर्ण और उचित होगा।

मौलिक अधिकार किसी भी छात्र के लिए बहुत ही ज़्यादा जरूरी हैं क्योंकि अगर छात्र के पास मौलिक अधिकार नहीं होंगे जैसे - बोलने और अभिव्यक्ति का अधिकार, तो वो अपनी बात कैसे रख पायेगा। अगर छात्र के पास जीवन का अधिकार नहीं होगा तो वो भय मुक्त होकर पढ़ेगा कैसे। अगर छात्र के पास सूचना का अधिकार नहीं होगा तो वो अपनी उत्तर पुस्तिका में गलत marking को ठीक कैसे करवा पायेगा। अगर छात्र के पास शिक्षा का अधिकार नहीं होगा तो वो शिक्षा को कैसे ग्रहण कर पायेगा। अगर उसके पास समानता का अधिकार नहीं होगा तो वो अन्य छात्रों के साथ बैठकर पढ़ कैसे पायेगा।

और अगर ये सब नहीं होगा तो छात्र जीवन में आगे कैसे बढ़ पायेगा और अगर छात्र आगे नहीं बढ़ पायेगा तो वो अपने देश को आगे कैसे ले जाएगा।

BUDGET 2021- All you need to know

BUDGET 2021: Today our honorable finance minister presented Bahi khata of the year or say budget of the year 2021. So let's see it how all it is classified. 

Atmanirbhar Bharat

The FM outlined six pillars of proposals to strengthen the vision of Atmanirbhar Bharat, namely health and wellbeing, capital and infrastructure, inclusive development, reinvigorating human capital, innovation and R&D and minimum government and maximum governance.

Healthcare Boost

The FM announced a new centrally-sponsored scheme PM Atmanirbhar Swast Bharat Yojana launching with an outlay of Rs 64,180 crore crore over six years. This will be an addition to the National Health Mission. The FM said govt will merge the supplementary Nutrition program and the Poshan Abhiyaan, launching the Mission Poshan 2.0. The Budget has further provided Rs 35,000 crore for Covid-19 vaccines in 2021-22, and committed to provide further funds if required.

Capital and infrastructure

The Govt is set to introduce a Development Financial Institution (DFI). Rs 20,000 crore will be provided to capitalise the new DFI, with an aim to have a lending portfolio of Rs 5 lakh crore in 3 years. National Monetisation Pipeline for brownfield projects will be launched, the FM announced with NHAI and PGCIL having sponsored one InvIT each. She also added that vehicles will undergo fitness tests after 20 years for PVs, 15 years for CVs, announcing a voluntary vehicle scrapping policy.

Further she gave an outlay of Rs 1.18 lakh crore for the Ministry of Road Transport and Highways, and added that India plans to spend Rs 1.1 lakh crore for railways in FY22

Capital expenditure

FY22 capital expenditure provided is up 34.5% (vs FY21 BE) at Rs 5.54 lakh crore, said the Finance Minister. Rs 44,000 crore under capital expenditure will be given to Department of Economic Affairs in FY22, she added. FY21 capital expenditure is seen at Rs 4.39 lakh crorCrore

Agricultural Credit

The Budget set agriculture credit target of Rs 16.5 lakh crore for FY22, and will further increase provision to rural infra development fund to Rs 40,000 crore from earlier Rs 30,000 crore. Sitharaman said the govt is committed to welfare of farmers, pointing at how 1.54 crore farmers benefited from MSP in paddy and wheat in FY21. Furthermore, underlined that Rs 75,060 crore was paid to farmers for wheat in FY21 versus Rs 62,802 crore in FY20.

Fiscal deficit and divestment target

The Govt sees FY22 fiscal deficit at 6.8%, according to the FM, while she had pegged deficit at 3.5% for FY21 in the last Budget. Govt aims to get Rs 1.75 lakh crore through divestments in 2021-22, according to Budget documents. In FY21, it planned to raise Rs 2.1 lakh crore through divestments, falling short.

Amendments

FM Sitharaman proposed to consolidate provisions of the Sebi Act, Depositories Act, Securities Contracts Regulation Act, and the Government Securities Act. Government aims to amend Insurance Act to allow higher FDI, increasing FDI limit in insurance to 74% from 49% and allowing foreign ownership

Railways

An allocation of Rs 1,10,055 crore to be made. Of this, Rs 1.07 lakh crore is for capital expenditure for FY22. The eastern and western dedicated freight corridors will be commissioned by June 2022, it was announced. The FM also announced plans for east coast corridor, east-west corridor, north-south corridors. 100% electrification of broad-gauge routes will be completed by December 2023, she said.

Power Distribution

The government will enable electricity connections portability to consumers by introducing competition in the power distribution space and kickstart a Rs 3 lakh crore reforms scheme for state power distribution companies, finance minister Nirmala Sitharaman announced.

Banking and companies

The Govt plans to allot Rs 20,000 crore for bank recapitalisation of PSBs. The FM also proposed to revise definition under Companies Act, 2013 for small companies by increasing their threshold for capitalisation.

मुंबई पुलिस ने रिपब्लिक टीवी पर टीआरपी के साथ खिलवाड़ करने का आरोप लगाया, अर्नब ने कहा कि कमिश्नर इसे निशाना बना रहे हैं।

मुंबई पुलिस ने रिपब्लिक और दो अन्य चैनलों पर TRP में हेरफेर करने और विज्ञापन राजस्व हासिल करने के लिए 'प्रमुख रैकेट' में शामिल होने का आरोप लगाया है।

रिपब्लिक टीवी - 2017 में गोस्वामी द्वारा शुरू किया गया एक अंग्रेजी समाचार चैनल - उद्योग निकाय ब्रॉडकास्ट ऑडियंस रिसर्च काउंसिल (BARC) द्वारा साप्ताहिक रूप से जारी किए गए व्यूअरशिप चार्ट में लगातार टॉप पर रहा है क्योंकि यह स्क्रीन पर हिट करता है।

आपको बता दें कि मुंबई पुलिस क्राइम ब्रांच ने दर्शकों के डेटा में हेरफेर करने के लिए रिपब्लिक और दो अन्य चैनलों, फेकट मराठी और बॉक्स सिनेमा को "प्रमुख रैकेट" में शामिल होने का आरोप लगाया है।

मुंबई पुलिस आयुक्त परम बीर सिंह ने एक संवाददाता सम्मेलन को संबोधित करते हुए कहा कि पुलिस ने पहले ही कुछ गिरफ्तारियां की हैं, जिसमें अन्य दो चैनलों के मालिक भी शामिल हैं, और अधिक लोगों से पूछताछ करने की प्रक्रिया में है।

‘फेक टीआरपी’ इस साल जुलाई में जांच के दायरे में आया, जब न्यूज ब्रॉडकास्टर्स एसोसिएशन (एनबीए) ने BARC द्वारा जारी आंकड़ों पर सवाल उठाया था। इसने हिंदी समाचार चैनल TV9 Bharatvarsh के खिलाफ BARC डेटा में हेरफेर का हवाला देते हुए शिकायत दर्ज कराई थी और आरोप लगाया था कि TV9 Bharatvarsh और BARC के बीच चैनल की बढ़ी हुई रेटिंग "भ्रष्टाचार और मिलीभगत" का परिणाम हो सकती है। चैनल ने आरोपों से इनकार किया था। तब से मामले को सुलझा लिया गया है।

अब, रिपब्लिक टीवी मामले में, मुंबई पुलिस का कहना है कि BARC ने उपभोक्ताओं के घरों में बैरोमीटर स्थापित करने के लिए ‘हंसा’ नामक एक फर्म की सगाई की है, ताकि उनकी टीआरपी की गणना की जा सके। प्रासंगिकता यह है कि टीआरपी चैनलों के लिए विज्ञापन दरों का निर्धारण करती है।

कमिश्नर सिंह ने कहा, "देश भर में लगभग 30,000 बैरोमीटर स्थापित हैं, जिनमें से लगभग 2,000 अकेले मुंबई में हैं।" इसी से टीआरपी का पता लगाया जाता है।

 "जांच के दौरान हमने पाया कि हंसा के कुछ कर्मचारी इस डेटा से छेड़छाड़ कर रहे थे। वे इसे टेलीविजन चैनलों के साथ साझा कर रहे थे और कुछ घरों में इसकी टीआरपी को बढ़ाने के लिए एक विशेष चैनल को रखने के लिए भुगतान किया जा रहा था, भले ही वे इसे देख रहे हों, ”उन्होंने कहा।

"BARC द्वारा प्रस्तुत विश्लेषणात्मक रिपोर्ट के अनुसार, रिपब्लिक टीवी के मामले में संदिग्ध रुझान देखे जा सकते हैं।"

सिंह ने कहा कि मामूली हेरफेर भी विज्ञापन राजस्व को सैकड़ों करोड़ तक प्रभावित कर सकता है, और यह कि मुंबई पुलिस यह देखेगी कि क्या इस तरह के हेरफेर के माध्यम से प्राप्त विज्ञापन राजस्व को 'अपराध की आय' के रूप में परीक्षण किया जाना है।

"हम उन विज्ञापनदाताओं से भी सवाल करेंगे जिनके द्वारा इस तरह के राजस्व को प्राप्त किया गया है, और अगर ये वास्तव में अपराध की आय हैं, तो हम राशि को जब्त कर सकते हैं और खाते को फ्रीज कर सकते हैं," उन्होंने कहा।

अब तक, मुंबई पुलिस ने BARC और हंसा से जुड़े दो लोगों को गिरफ्तार किया है। उन पर भारतीय दंड संहिता की धाराओं के तहत मामला दर्ज किया गया है जो विश्वास भंग करने और धोखाधड़ी करने से संबंधित हैं। उनके पास से 20 लाख रुपये बरामद किए गए, जिसमें उनके बैक अकाउंट से 8.5 लाख रुपये अतिरिक्त जब्त किए गए।

Fakt Marathi और Box Cinema के मालिकों को भी गिरफ्तार किया गया है, जबकि क्राइम ब्रांच ने कई ग्राहकों से पूछताछ की है जिन्हें कथित तौर पर अन्य चैनल देखने के लिए पैसे मिलते थे।

आयुक्त ने यह भी कहा कि कुछ गवाह आगे आए हैं, जिसमें कहा गया है कि गिरफ्तार किए गए लोगों द्वारा मासिक मौद्रिक विचार और "प्रेरित" का वादा किया गया था।
