PATNA: A farmer was booked for the first time in the state on Thursday for burning stubble, a cognizable offence under Indian Penal Code(IPC).

Police said on Friday that an FIR was lodged against Mantosh Kumar, a resident of Ghordiha village under the Kargahar police station area in Rohtas district, for stubble burning in his agriculture land measuring 32 decimal. The complaint was registered by the block resource centre (BRC) incharge of Basdiha panchayat of Kargahar block Sanjay Kumar Singh. Rohtas in south

According to the police complaint, Mantosh was spotted burning stubble of paddy crops on his 36 decimal of land around 4pm on Thursday. The BRC incharge claimed in the FIR that he tried to persuade Mantosh not to burn paddy straw, but to no avail. The farmer had already burned the stubble spread over 32 decimal of land by the time Singh intervened.

Singh said Rohtas DM Pankaj Dixit had recently banned stubble burning in the district and also appealed to the farmers not to commit the offence. Earlier, the DM had received numerous complaints about stubble burning by the farmers of Basdiha panchayat and issued show-cause notices to the officials concerned for not taking action against the offenders.


SHO of Kargahar police station Suresh Ram said Mantosh has been booked under Section 435 of IPC, which relates to mischief caused by fire or explosive substance with intent to damage property, besides other sections of IPC and Section 15 of Environment Protection Act, 1986.

“Stubble burning is a cognizable offence in the state and the trial in the case lodged under Section 435 of IPC will be heard by the first class judicial magistrate of the area. If found guilty under Section 435 of IPC, the accused is liable for imprisonment for up to seven years and fine. The other sections of IPC slapped against the accused include 187, 178, 278, 284, 285, 296 and 291 of IPC,” the SHO said.


CM Nitish Kumar had said at a function in Patna in October this year that the farmers indulged in stubble burning would be deprived of all financial assistances from the state government. A senior officer of the state agriculture department said those found violating the order would not only be deprived of financial assistance, but also the subsidy given to them on purchase of diesel for a period of three years.


Patna divisional commissioner Sanjay Kumar Agarwal on Tuesday issued a directive to all district magistrates under Patna division to identify farmers indulging in crop stubble burning and cancel their registration for availing different schemes of agriculture department through
direct benefit transfer (DBT) scheme for a period of three years.

मुख्यमंत्री नीतीश कुमार (Nitish Kumar) ने कहा कि किसानों को यह बात समझानी होगी कि पराली (Stubble) जलाने से खेती की उपज में कमी तो आती ही है और साथ ही पर्यावरण संकट भी पैदा हो रहा है.

पटना. बिहार के मुख्यमंत्री नीतीश कुमार (Nitish Kumar) ने सोमवार को पराली जलाने वाले किसानों को चेतावनी दी. नीतीश कुमार ने कहा कि जो किसान पराली (Stubble) जलाएंगे वे सरकार की तरफ से मिलने वाली सुविधाओं से वंचित रह जाएंगे. पटना में फसल अवशेष प्रबंधन पर आयोजित दो दिवसीय अंतरराष्ट्रीय सम्मेलन का उद्घाटन करते हुए नीतीश ने कहा कि फसल कटाई के बाद पराली जलाने से पर्यावरण (Environment) पर बुरा असर पड़ता है. पहले दिल्ली-पंजाब में इसका प्रचलन ज्यादा था, जिसका असर दिल्ली के वातावरण पर भी पड़ता है.

उन्होंने कहा कि बिहार में भी कुछ जगहों पर अब पराली जलायी जाने लगी है. हवाई यात्राओं के दौरान मुझे भी इसका आभास हुआ. इसे रोकने के लिए कृषि विभाग को अभियान चलाने की सलाह दी गई है. उन्होंने कहा कि इसके विरुद्ध पंजाब और हरियाणा में भी अभियान चलाया गया है लेकिन फिर भी यह रुक नहीं पा रहा है. इसके मूल कारणों को भी जानना-समझना होगा. उन्होंने कहा कि किसानों को यह बात समझानी होगी कि पराली जलाने से खेती की उपज में कमी तो आती ही है और साथ ही पर्यावरण संकट भी पैदा हो रहा है.

एक टन पराली जलाने के बाद 2 किलोग्राम सल्फर डाईआक्साईड गैस निकलती है. तीन किलोग्राम पार्टिकुलेट मैटर, 60 किलोग्राम कार्बन डाइआक्साईड, 199 किलोग्राम राख पैदा होती है, जो बेहद खतरनाक हैं.   

कृषि मंत्री प्रेम कुमार ने कहा कि किसान गलतफहमी में पराली जला रहे हैं. उन्हें लगता है कि खेत में पराली जलाने से खेत उपजाऊ होगा. लेकिन हकीकत ये है कि पराली जलाने के कारण मिट्टी को कल्टीवेट करने वाले सभी कीट आग के कारण नष्ट हो जाते हैं. मिट्टी की उर्वरा शक्ति खत्म हो जाती है. स्वास्थ्य और पर्यावरण को नुकसान पहुंचता है.
